FSL performs a full range of services which satisfy the requirements of MGL 21E and the subsequently established Massachusetts Department of Environmental Protection (DEP) regulations 310 CMR 40.0000, the Massachusetts Contingency Plan (MCP). Phase I Site Assessments may be customized according to the requirements of the property owner or the particular lending institution and may include subsurface investigations or other analytical testing. FSL employs Licensed Site Professionals (Massachusetts licensed, hazardous waste clean-up professionals) whose licensure is required on submittals to the DEP. FSL can convey a job from its initial assessment, to investigation, to contamination remediation, to the required submittals, to site closure. FSL’s reports and submittals are easily read and understood by bankers, attorneys, and property owners.
FSL manages the packaging, transportation and disposal of various hazardous materials including waste oil, PCB’s, ballasts, soil, chemicals and groundwater.
FSL is capable of securing test borings and installing groundwater monitoring wells with FSL’s own Geoprobe®. The Geoprobe® provides FSL with a cost-effective, maneuverable means of assessing the environmental quality of the subsurface. FSL can provide Massachusetts certified laboratory analysis as well as in-house or on-site analysis of soil or groundwater for total petroleum hydrocarbons. FSL also owns a Nogin ground-penetrating radar which is used to search for underground storage tanks or other obstructions.
FSL has remediated fuel oil and chlorinated solvent contaminated sites using steam-enhanced vapor extraction, product recovery or soil removal. Numerous contaminated sites have been remediated using only soil removal, reducing costs to the owner.
FSL Associates is capable of filing Determination of Applicability and Notices of Intent with the local Conservation Commission for projecvts that enter wetlands or buffer zones. Also, wetland delineations are generally required for site design.
Solid waste permitting is used to reduce site construction costs by filing a Beneficial Use Determination Application with the Department of Environmental Protection. This allows the material from demolished buildings to be used on site for road base or for fill regarding the site.
FSL’s engineers oversee asbestos inspections, removal and encapsulation. FSL has nearly exclusive business relations with Massachusetts Certified Asbestos Inspectors and Licensed Asbestos Contractors so that cost estimates and removal activities are performed in a minimal amount of time.

FSL is capable of performing on-site and in-house analytical services.FSL owns a NITON XRF portable analyzer which detects lead concentrations and a SiteLab which can be used to determine the total and extractable petroleum hydrocarbon concentrations. Furthermore, FSL can provide Massachusetts certified laboratory analysis of air, soil or groundwater and can perform in-house soil classification.

FSL conducts Title 5 septic system inspections and manages, designs or repairs commercial or residential systems.
FSL employs Professional Civil Engineers and Licensed Site Professionals. Additionally, FSL’s personnel have backgrounds in structural, mechanical, electrical and chemical engineering as well as geology and chemistry.FSL’s business relations throughout the industry allow FSL to obtain specialists when necessary in a minimal amount of time.
FSL manages various construction projects such as masonry restoration, site design, septic system rehabilitation and building demolition. Additionally, FSL employs Massachusetts Licensed Contractors, Drillers and Equipment Operators.
