Frederick S. Lebow, ME, EE

President

Frederick Lebow is the President of FSL Associates, Inc. He began his career working in mechanical and electrical engineering, design engineering, construction, and real estate management. His experiences working across each discipline helped him found FSL in 1983, as an environmental engineering firm that could help developers and lenders bring their projects into compliance quickly, easily, and at minimal cost.

Mr. Lebow received his Bachelor of Science in Electrical and Mechanical Engineering from the University of Massachusetts at Dartmouth. He studied at Northeastern University’s Environmental and Regulatory Management Program and has been awarded multiple Certificates of Professional Achievement.

Bruce Hoskins, PE, LSP

Senior Project Manager

Bruce Hoskins has more than 30 years of experience as an environmental engineer, specializing in regulatory compliance, risk assessment, hazardous waste management, and remedial technology. He has performed environmental investigations on hundreds of commercial, industrial, and government sites, and has served as a Massachusetts Licensed Site Professional (LSP) since the program’s inception in 1993. Mr. Hoskins is experienced in community relations for sites with active public involvement. He earned a double Bachelor of Science in Chemistry and Chemical Engineering from the University of Delaware.

Kenneth Nugent, E.I.T

Senior Field Engineer / Environmental Professional

Mr. Kenneth Nugent joined the FSL team in 2018 as a senior Field Engineer. With more than 25 years of environmental professional experience, his work includes field operations at remedial engineering sites in New England, preparation of work plans, management of contract labor and management of on-site subcontractors.

Mr. Nugent also performs ASTM Phase I and II Environment Site Assessments, coordinates and directs all environmental projects, and manages Hazadous waste transporters and cleaup contractors.

Domenic Quaraglia, PE

SENIOR CIVIL ENGINEER

Domenic Quaraglia has over 45 years of experience as civil engineer in all multi-discipline phases of bridge, building, and site design, responsible that all phases of project development and design comply with applicable Federal, State, and local regulations. He has been responsible for project planning and oversight, structural design development, and final review of hundreds of civil design projects. He earned a Master of Science in Civil Engineering from the University of Massachusetts and has Professional Engineer Licenses in Massachusetts, Connecticut, and New York.

Brennan Bull, EIT

CIVIL ENGINEER

Brennan Bull is a dedicated civil engineer with experience in land development with extensive AutoCAD Civil 3D skills and engineering ability of processes from concept to construction closeout. He earned a Bachelor of Science in Civil Engineering from the Rochester Institute of Technology.
